was not real, it was him imagining the things his deep (sinner) self would like to do.

The two first parts of the movie do a great job showing us how Toller thinks, so it is quite easy to realise the third act is pretty much his inner thoughts on things.

I saw the hovering as him going into a peaceful trance, visualising snowy mountains etc until being jolted out of it with the pollution imagery. It served to show how obsessed he was becoming with the whole thing.
