Do we know for sure that he isn't in this movie? Alternately, Hamill could voice the Riddler (although the main page for this is crediting Wally Wingert for the role).

I don't know. I think there is a bit of Vincent Price in Mark Hamill's interpretation of the Joker. Price came onto the show during the second season as the original villain Egghead. I still think he would have been a terrific Joker.

Well, let's hope that Leto isn't in this then. As much as I liked Heath Ledger's performance as the Joker, he wouldn't have been right for this.

Well, he could be, we just don't know the full voice actor cast yet. Voices in the animated special that we don't know the name of the actor or actress yet:

Joker
The voice over imitating the late William Dozer.
Chief O'Hara
Commishioner Gordon
Alfred

And if aunt Harriet is in it, then that's another.

And of course there are also miscellaneous characters and ny other notable villains that maybe we haven't been shown yet.

I'd rather they have voice actors who could recreate the voices of the original actors. The Penguin doesn't quite sound like Burgess Meredith, but hopefully it's what they were aiming for.

i like ralph garman's impressions of 60s era joker. he could also probably do the voice over, since he did a good voice over in the agent carter show

Actually, Joker is played by Jeff Bergman who's been the voice of the Looney Tunes characters, Fred Flintstone, and George Jetson since at least the early 90s

Mark Hamill's Joker is great, but he's gotten older, it would be hard to do a younger Joker voice for him I would imagine. Not that he can't do it, it just may not be fitting. He didn't play Joker in 'Arkham Origins' for possibly a similar reason. Mark's better for an older Joker.

Wally Wingert plays Riddler in the Arkham games too but you can hear he was able to play a Frank Gorshin Riddler perfectly. Wally didn't try at all to use his already established Riddler voice, because the character in the '66 universe is different in personality than the modern day Riddler. I also think if Frank Gorshin were still alive, as great as he was, he also got older, so it would have been hard for him to do a young Riddler voice again. Before he died Gorshin played Hugo Strange on 'The Batman' cartoon and you can hear his voice aged a lot, thus he was better suited to a character that is older sounding.

Yes, I get it, you love Mark Hamill, we all do, but he's not immortal and his Joker voice has aged.

Nah they made the right choice and went with a different voice actor. If you're going to hire Mark Hamill to play the Joker, have him do Mark Hamill's Joker. Not an impression of Cesar Romero's Joker.
