Two guys in France always speaking English

I guess one of them is the German in charge of security and the other is maybe a French inspector? Do they speak English to each other because that is the language they mutually understand?

Yes, because the Gestapo guy Forster and the French Police Inspector Duval don't speak each others language.

This is one of the most ridiculous aspects of the series. Some actors pretend to speak French but they can't go further than "How are you", "OK", "Good". They could simply hire some French-speaking actors.
