Did they run out of Chinese actors?

The guy who had a grudge against el Pastor or Pena actually spoke Korean. At first when he grunted in Korean, I thought that all the prisoners just assumed he was Chinese. Then when they happen to have another inmate who actually spoke Chinese, I found it very weird that they had him translate from Chinese into Spanish when their dialog was Chinese and Korean which is not related at all, assuming he still speaks Chinese.
