I believe it was the costumes which had extra padding to make her look robust.
shareShe actually isn't fat. She was wearing a fat suit under her costumes so she would resemble Queen Victoria in her twilight years. It is Queen Victoria who was obese during that time of her life.

That's what good actors do, while the bad ones are out getting plastic surgery.
