Like come on Billy and Chris that has so much potential for a better brilliant story!
Billy still a wanted man for the War Crime he didn't commit in Africa. They could have Rebecca being discharged from the BSAA when she was found out about protecting Billy. Chris being the only one believing in Rebecca story about how Billy was truly innocent from killing those villagers.
You could have a survivor from that village a child who saw Billy & those three other men. He was told to run away by his mother he ran ahead hearing all the shooting & screams. That child placed swore vengeance on tracking down those four men who destroyed everything he knew.
Then lead to him present day working as an African representative for the UN. New connections he was able to find these three men were all given High Protection by certain previous President. Instead off killing them out right he targets the Black Market for a certain BOW one he able to control.
Only person his unable to find is Billy. He then soon targets New York City out of frustration calling out the USA Government to hand over Billy Coen alive or else unleashes a new deadly virus.
Chris & Rebecca must find Billy and stop this man who has nothing else to live for.
