How can this be rated IMDB 4.9 without a single user review?

Some people, like myself don't fancy themselves very good reviewers. But, it's easy to decide how much you liked the movie.

I respect the people working in the movie business but if a movie is "below average" but not "plain awful" or "ridiculous" most people don't bother writing a review.

That's it IMO; no need for a review, just below average.

To answer the question, people watch movies and then rate it. Rating a movie doesn't require a review and not everyone will write a review [ever] about movies they have seen wether it be new or old.

because people like me stop watching the movie (me at 41m) because it was not pleasant enought so, i put a note of 2 !

this movie (fro mstart to 41") is not better than the poorest episode of Hell on wheels.
