I had posted this info on another thread regarding some of the casting. This may answer your question although the article I got it from did not mention the council members.

On the IMDb cast list there is one new actor added, Mason Trueblood as Fender who I believe is one of the council members. I don't remember for sure, but Fender may have also been one of the guys who hung around with Link at school.
