... MRS. PINGLETON says that she forbade PENNY from listening to "race music" (or something like that). Then why didn't she say anything when PENNY was watching T.V. at TRACY's?

She did. She said " Delinquents, it ain't right dancing to that colored music!" when she was them watching TV and MAMA occurs after this- hence why she was scolding her for listening to it.

I too found that a bit odd. But it was maybe done so that she waited until Penny was home to tell her off.

I think in the 1988 version it's another lady collecting her laundry from Edna and commenting on the "race music".
