Who called child services?
The easy answer would be Ashley, but part of me believes it was Bobby. What does everyone think?

I think it was Ashley because she really hated Halley, especially after she was beaten up.

shareI think it was Boddy. He was trying to help Halley and the kid the whole time, and I think calling child care services was his last-ditch effort after Halley started prostituting herself. There was something about the way Dafoe was acting while he was by the laundry machines when the cops where upstairs that made Boddy seem to be feeling guilty. At least that's how it seemed to me.
shareThe way Ashley reacted when Halley beat her up makes me think that Ashley wouldn't have called CPS. I think she was a little scared and just wanted to get away from Halley. To call CPS would just make Halley more vindictive. I agree Bobby did it. The way he acted when they came to get Moonee. I think he wanted to help Halley and Moonee, but when he saw the prostitution and her stealing that guy's wristbands, he knew that Moonee's life would only get worse. At least she can have a chance. Halley was just un-helpable. No matter how much she loved Moonee, Halley had no desire to be a better person or better her life and Moonee's.

All these morons had to do was watch and protect the child until they could put her into the system (hopefully a decent foster family). I remind one and all that the only reason they had to do this is because the mother could not and they thought they could do better.
Within 5 minutes the girl runs away from them and off into the world (or magic kingdom).
The mother, who made me want to puke half the time, actually managed to get my sympathy here and I echo her glorious "f**k you!" to the geniuses who came over to take her kid and couldn't hold on to her for longer than the running time of the average YouTube cat video.
But, again, it matters not. The government is here to help.

Not arguing for the kid to stay with her mom. But ffs, if the authorities come in to claim the kid, at least be competent enough to protect the kid for at least 5 minutes so she doesn't run off. Who knows if they ever even managed to find her again?

i don't believe that would have occurred in a real situation,
the director/writer, in his pursuit to show his lowlife protagonists in a better light, created the escape of moonee by having the CPS officers bumble around like keystone cops
