I know APB stands for all points bulletin, but how does that work into the title of the show why is he calling the police station APB

I think it goes back to the name of the app he created so citizens could notify the cops about crimes. The info sent to the officers is essentially an APB. Not too complicated. Plus, it's a show about law enforcement. APB is a catchy title.
I didn't get that he is calling the station APB. Best I could tell, it's still District 13.

Close only counts with horseshoes, hand grenades, and thermo-nuclear weapons.

I thought APB stood for all persons beware
