Frank couldn't catch a cold

Seriously, how many times did people escape from him?

I would say my memory is not what it used to be. But I don't remember what my memory used to be.

Incompetence is a great way to keep a story going. The classic example was an old British series called the Avengers. It was about two super-spies, but in spite of being super-spied, in every episodes one or two people died because they totally screwed up.

If Frank were better at his job, the show could have wrapped up in three episodes.

Classic example: in episode 4, Frank approaches the guy in the blue truck with the white canopy. Instead of walking up the sidewalk to the truck and confronting the driver, he walks up the middle of the street, and when he's still half a block away, he pulls out his gun and badge and yells at the driver to get out of the truck. Duh! But it allows the plot to continue. I'm surprised that his fellow cops didn't question such a bone-headed move.
