I don't get it.

The Catch had the same exact ratings, yet, it was in no real danger of cancellation. Plus, the last episodes of Notorious have improved both writing and rating wise. So what's the big deal, actually?

It's not a Shonda show. The Catch is. So ABC doesn't want to upset Shonda by cancelling The Catch.
