It is actually Rory's dad!
He looks as handsome as in the original series. He doesn't look like he has aged, even if he did, he aged very well. The same thing can not be said about Rory's mom, it is a bit sad.

sharealthough i didn't think luke was hideous, in the original and renewal chris is the more attractive one.
in the original i hated dean but i did think dean,jess logan and tristan were all hot. jess has always been and still is my favorite. however, in the renewal jess and logan kind of lost their hotness. they didn't age like i thought they would have.
Chris looks awesome, but I was kind of blown away by Dean. He was never really my type before, in either his clean-cut or his scruffy phases. But dang, he grew up good.
