Why didn't they just say it was a toy gun?

I mean, the cops and military have them all up against the wall and it looks like they're wondering WHY. It's very obvious, isn't it: one of their number was firing a starting pistol toy gun out of the window and DELIBERATELY scaring the cops and Army. And they're wondering why they got into trouble??

Yeah, that part of the screenplay really pissed me off. I hate it when writers make characters do extremely stupid and illogical things.

Personally I would definitely have told the armed and unstable cops that the already dead guy had a toy gun at the earliest opportunity.
