that the show was in New York, Detroit etc. I can't believe how many blacks are in the show and in power positions! It is not being racist-it seems like the producers have made a conscious effort these occurrences.

Have you ever seen other shows based in the UK? This is rather common, and it's not even mentioned because it's just a normal thing.
And, as far as "given too much power", the power they're flexing is appropriate for the position their character has. Cop. Prosecutor. Whatever power they have was earned.
