Why does everyone talk soooo s l o w l y

I get they live in a small rural town so life is probably more laid back than the city. However, what frustrated me was how some of the characters spoke. I don't know if it's in the script of were the actors and actresses on the show just really bad at delivering their lines?

If I ever get a chance to teach an ESL course, I would definitely recommend the students to watch this show so they can learn English since they can keep up with the dialogue.
