That's exactly correct. A prosecutor told me as much on one of the cases I worked. I learned after that one to always get the victim's family involved and have them keep pressure on the prosecutor, since the prosecutor didn't care about anything I said. On a later case, I saw the victim's daughter at a televised town hall attended by the governor. She spoke to him and he said "I'm familiar with your case." I knew it would be prosecuted and the defendant got a long prison sentence.
