They built it for the traitor to be revealed and we didn't know the guy. Of course it would have been better if it was someone we already know. More surprising.

He introduced himself earlier in the episode to Hannah as Patrick Lloyd assistant to Homeland. Guessing he's one of the people sitting at the table (cabinet officials?) when the president sitting at the head of it,that look like government officials.
