What about the other world leaders Obviously they don't have access to Putin so who leads Russia? More importantly who is the leader of England?
That's a good point. The West Wing also had 9/11 in its universe, although Bartlett was President.
As for shows like 24 I have always wondered if 9/11, the wars in Iraq and Afghanistan, etc are/were part of their universe.
There are certainly other shows that have 9/11, the wars in Iraq and Afghanistan, and related political, legal and societal issues in their "universe", namely Dick Wolf productions (Law & Order group and Chicago... shows) that feature characters that are veterans, legal issues, homeland security concerns and the like.
However, the Dick Wolf shows also assume that these fictional characters actively live in the immediate recent past (month or two, give or take) to the present of the contemporary United States. You would see pictures of Clinton, W, Obama, etc hanging on the wall in a government office. Rahm Emanuel is the mayor of Chicago. Giuliani and then Bloomberg were the NY mayors on Law & Order shows. The highest person fictionalized was the D.A. However, some Law & Order episodes seemed to hint that Pataki was not (always) the governor of NY as there were issues related to gubernatorial elections that did not involve him.
