I don't understand this "documentary"

I watch a lot of documentaries and this doesn't fall into that category for me. I don't understand how this can be called a documentary when most of the scenes seemed staged and contrived. Are they trying to say that the intent was to document "Kate playing Christine?" That makes little sense. I could understand if this were a documentary of the process of making a movie, but it seemed scripted. I didn't believe that the scenes in the makeup chair, the TV station set, the gun shop, what was supposed to be Christine's house, and various other scenes were real. And then, on the beach, someone asks what they're filming and the answer comes back "Kate Plays Christine."

If they were making a movie of some kind about Christine Chubbuck, where is the movie? In the end, we're watching a "documentary" of the making of a movie that is never really being filmed or will be released. This purpose of this film makes no sense to me.
