One question and one observation

So, what's with all the bells? Did the real killer have all those bells in his back pack? Seems he would only need to bring the one he was planing on leaving at the scene. Not to mention it would make the back pack heavier and there would be the increased risk of making sounds when trying to sneak in.
So why did they have so many bells?


About the camp the kid was sent to? Do those exist? Seems idiotic to bunch up a bunch of psychos together like that. Who knows how many future serial killer-duos would be matched up in a place like that.
