That's what I love about One Piece, most, if not all of the crew, have a somewhat tragic back story, which is how they end up becoming pirates and outcasts. One thing One Piece teaches us is that good and evil isn't so black and white. The Straw Hats are pirates, yet they are heroes. There are good and bad pirates just like there are good and bad people in the Navy. Getting back to your post, I think Tessoro's character is meant to show that having a traumatic past can make you stronger, but you can easily end up on the path of a villian like Doflamingo, who Tessoro even mentions I'm the film. In contrast, Doflamingo's brother Rosinante also had the same upbringing and turned out totally different. So I don't feel bad for Tessoro at becoming exactly what he once despised, if anything, this makes him irredeemable.
