Any relation to the documentary 21 Years: Richard Linklater(2014)Which I spent a fortune buying on DVD!

No. This film presents a coherent critical biography of the director, and was made with his cooperation, unliek the video production you mention. 21 Years was like an engagement party testimonial video tribute compared to this doc, which has been sold to PBS AMERICAN MASTERS.
