FBI does not have authority in Berlin. A CIA agent have to be in US soil to be arrested the way Robert Kirsch was arrested. And if US authority really wanna make a show and arrest Robert on the streets in Berlin, they would have to notify the German authority and do it as a joint operation. The Germans would not allow US law enforcement to arrest people on its soil on its own.
