Yes he is smart but he is very immature. Skylar would be a better leader. She is much more experienced in fact she has been on missions before the others ever went on their first mission. She is also the most mature of the group.

I think part of the choice with Chase being the leader (in Elite Force and Lab Rats proper) is his immaturity clashing with his intelligence/being the mission leader though.
I do agree though, Skylar is/should be the obvious choice.
