Are the Wicked World Animated Shorts Canon?

Of all the news there's been about the film, it doesn't sound like any New Characters introduced in the Wicked World shorts will be appearing in Descendants 2. I could've sworn Jordan would be featured, having seen that live action Genie in a Bottle music video that I thought could be featured somewhere in the film. Makes me wonder if those Wicked World shorts are really canon/that the Wicked World shorts are a different sort of continuity.

I think the shorts are more or less glammed up commercials for the doll line meant to keep the IP in the spotlight while they were working on the sequel, and were probably not taken into consideration when they penned Descendants 2.
