It's possible they can't afford to send 2 marshalls in 1 plane when so many cops and probably marshalls and soldiers are dead or turned.
It's possible he's completely unaware/off guard/surprised so he shoots just to cause a wound that stops any non-walker so that person survives and doctors can patch them up and at the same time cure the virus/bacteria/whatever causes their "illness" but he doesn't shoot to kill a "sick" person.
And knocking a zombie off its feet isn't easy. He didn't hit its head which is the proper procedure 'cause he's still sure that man is just sick. Do you remember? He talks to the stupid wife, it was something along the lines "your husband is ill". It wasn't like "your husband is dead and I must smash its brain so we all survive". It's still the stage when any zombies is just another curable patient. The stage when one destroys a zombie's brain comes later.
