Yeah, but the Weeping Angels don't kill, they send you back to a random time in the past. If they killed that's a big change in their modus operandi. Could be Patrick Ness' unfamiliarity with Doctor Who canon.

Can't they kill you too? I have it in my head that they were about to break Iain Glen's character's neck in the ep with Amy and River on the crashed space ship. Mind you ep was a long time ago so I may have misremembered.

The Angels killed soldiers so they could use their vocal cords to communicate with the Doctor's party.

perhaps the Angel couldn't, something to do with where the room exists (cos I doubt its part of the school ... a temporal bubble or something).
