"Ice Sculpture Christmas" was filmed in British Columbia. Probably most outdoor scenes were shot in or near Vancouver. There is a website, "Filming Vancouver", that catalogs movie production in the Vancouver area. You can visit the following webpage:

And you'll see a production address for this film in Burnaby (a suburb of Vancouver). This address lies in an industrial area of Burnaby. This is perhaps where the production was managed, and maybe the technical parts of film production were done at this address. However, the outdoor scenes would have been filmed elsewhere.

I know a bunch of it was filmed out at Swaneset Bay Resort in Pitt Meadows. The dad's jacket at the beginning even has the Swaneset logo on it.
