It was well known long before the picture was revealed that the family had received postcards allegedly from the brothers. It was not a secret that family members believed they were alive.
The picture was received in 1992, 30 years after the escape. Time had gone by, the FBI gave up on the case in 1979, passing it on the the US Marshals service. Neither Morris, nor the Anglins were ever convicted of physically violent crimes, despite Morris' and Clarence's long criminal records. At the time of their escape, they were considered "armed and extremely dangerous", but that was more because of the embarrassment of the escape for the authorities.
I don't think the Marshals Service or the FBI for that matter cares that much about prosecuting any family members after all these years. They keep the case open if new evidence emerge, but have far more serious matters to investigate these days.
