Not as bad as some are making it out to be. In fact, I liked it!
Granted, it's not perfect, but for an Independent horror anthology, it was still quite enjoyable (and much better than that other horror anthology, "Tales of Halloween", might I add). While all of the stories were nicely done, my favorites would have to be the monster under the bed, the homicidal maniac kidnapping his neighbors and hanging them on his front lawn like Halloween decorations, and the ex-girlfriend coming back from the dead through the guy's computer monitor. My only minor complaint is that it would have been scarier if Art the Clown had been the one to deliver the VHS tape to the girl in the apartment complex instead of the dude with the pumpkin mask. That damn clown scared the bejesus outta me in the first movie, but the Pumpkin Killer just wasn't all that scary in comparison. Aside from that, pretty good movie!
