Yes. "Silicon Cowboys"is a documentary and "Halt & Catch Fire" is fiction based on the same story. That being said, H&CF has numerous factual errors and emphasized characters over historical accuracy. Hopefully SC will be more true to the actual story.

if you watch it, the co-creator of H&CF says that this was their inspiration. H&CF obviously has parts of all the early PC movers and shakers, Joe is inspired heavily by Jobs.
shareI assume you mean the subject, as H&CF aired in 2014. Hadn't heard of this doc before. Sounds interesting, and I am a big fan of H&CF.
Definitely Joe is heavily inspired by Jobs, and in the show is clearly in awe of Jobs.
I just watched it. It's a really well put together doc and it basically is Halt and Catch Fire: The Documentary. It shows just how dependent on Compaq's history the H&CF writers were.
shareHalt and Catch Fire deals with much more than just manufacturing PC clones. The protagonists create an antivurus company, an online services company, and pioneer the commercialisation of the internet.
