Am confused obviously the two guys who were in khampal's room did it so why was the police insisting on charging the parents and making up facts.
I mean if you want to wrap up the case they could've charged the guys who's obviously guilty !!

U didn't watched the movie properly. They were doing so because the new CBI head was friends with the Noida Police head(a Sardar/Sikh), as shown in a subtle way in d movie.
We don't actually make that far fetched assumption until the previous CBI head says about this in a very short and sarcastic statement during the case discussion near the end where all the CBI parties were present.

The Noida police head being a Sikh has nothing to with it. He may have been a Hindu, a muslim, a christian. Doesn't matter.
It shows how he is inclined towards his friend's point of view and not from a neutral point of view.
