Making fun of Donald Trump

I don't think it is about Regan or Trump. It's about disingenuous politicians in general. Politicians who callously make policies based on lobbyist donations and polling without stopping to consider the impact on the people they are supposed to represent. Graves could just as easily have been a free-trade loving, bank deregulating, crime bill signing democratic president whose policies wound up devastating the middle class and creating a massive prison-industrial complex that demolished African-American communities.

It doesn't matter what end of the political spectrum the character is on. All that matters is that he comes to the realization that all of his political 'victories' did nothing to improve the lives of his fellow Americans, and in many cases made them worse.
