What is their role? In episode 7 it's revieled they're not Baudelaires's parents, so who are they? And who were those two children at the end?

Haven't read the books either. From what I gather , those 2 parents where different members of the secret organization , and what we were watching them go through is what happened to the Baudelaire's parents in a sense prior to the show. We saw the house go up in flames but the kids were ok so they likely had them 'take a trolly to the beach' or something similar just like the Baudelaire's parents did. So as of the end , we now see that there are two sets of kids who's parents died in a fire (unless it turns out they are all together in hiding somewhere). The show used a trick where we assumed the couple we watched the whole time was the Baudelaire parents , including having them in the photograph the kids later found. Their actual parents must be another couple in the photo.

They are thw Quagmires. Their children will meet with the Baudlaires in the next episode. An yes they are also members of the organization!!

When I first saw the photo, and before I looked closer I assumed the couple in the center where Father and Mother, but then I realized they were standing more to the left. And after learning that Father and Mother weren't who we thought they were, I am thinking the couple in the center were the Baudelaires.

Yeah that's pretty much right
They're the Quagmires, the entire point was to fake out the audience and make us think that it was the Baudelaire parents. In the books it's explained that the Baudelaires and Qaugmires have deep-running connections through the secret organisation known as VFD, which is presumed to be the reason why their homes were burned down.
