No it's not. It's funny and it's a joke. You can't really be racist to white people the same way back people are victims of racism. You can be prejudiced but not racist.

Actually it shows her ignorance in a humorous way. 'Rapping' was actually first done by white men, salesmen on a train in "The Music Man." Long before it was appropriated by other ethnic groups.
