Are big city people socially retarded?

The children can converse as adults, but go into a little store and start using stuff and breaking stuff like they own it. The parents are obviously wealthy, and the kids have traveled. Presumably, in NYC, they've been in little shops. But apparently, never alone. And the appraiser, coming from Chicago, has never been in a restaurant that doesn't have bagels and various types of coffee. Anyone who has been to Chicago has seen little diners. Are city people actually this clueless and intolerant?
