Pablo acting as an undercover cop

Just when the plot started to thicken, I thought Pablo acting as a corrupt cop was way to easy for the whole killer mystery to be solved like that. So, it is pretty clear Pablo is not the killer since now he is apparently acting as an infiltrate, undercover cop in Vlad´s organization.

So, who is the killer then?
