shareSimmons and Stanley can't be too mad about it anymore.
Given that this takes place in an amusement park and the powers they have in this one....yeah the writers clearly knew about Phantom of the Park when putting this together.

C'mon, dude. Kiss is all about the campy! That's what makes them so fun! I am 45 years old...but when I was 8 my favorite things in the whole wide world were Kiss and Scooby Doo (and Star Wars). To see them come together is a dream come true! And "Kiss Meets the Phantom" is one of the best campy laugh fests ever made! I loved this trip! I laughed, I cried...I'll watch it again and again! ?
shareI bet you're really fun at parties. Sheesh.
shareThis is the closest thing we'll ever get to a "KISS Meets the Phantom" sequel. Don't be hatin'!!

The band was notorious for their hatred of the "Phantom" movie. It was one of the things that led to Bill Aucoin getting fired later on because the movie was his idea. I guess that Gene and Paul have let bygones be bygones when it comes to making movies. Besides, you know Gene. The dude will do anything for a buck!

As I posted earlier, this movie clearly has parts inspired off that special. Which makes it all full circle as that was Hanna Barbera too.
So at least half the old band doesn't hate it anymore. Or at least learned to not be mad over what's done is done. And this movie kind of makes up for it.

Ironically this movie was "less" cartoonish than Phantom of the Park.
Phantom of the Park was produced by Hanna-Barbera who were best known for their Saturday morning cartoon series, including all the Scooby-Doo incarnations.
That was why Phantom was so cartoonish, Hanna-Barbera didn't really know how to make live action movies.
Hanna-Barbera Studios became a part of Warner Bros Animation studios after William Hanna and Joseph Barbera both died in the 2000s. Warner Bros Animation produced this Scooby-Doo and Kiss movie.

They had already appeared on Whats New Scooby Doo.

and there is a character that seemed based on them

His name is Ace like Ace Frehley
He dresses like Gene Simmons
and is called the Phantom like the Phantom of the park.
I think Hanna Barbara had a long relationship with them.
That episode you are talking about is on the Blu-ray version of the Scooby Doo and Kiss movie as an exclusive feature.
