It thought it was Ingo, the lover of the celebrity that she talked to (and revealed a lot to) while she was waiting to interrupt the celebrity's meeting.

Clearly it was Ingo, which is why he was at the hotel towards the end. And to the dim-wit who said it was her brother, I guess her brother was also mysteriously paying cash for the reservations as well. Duh!

And I also thought it was heavily implied at the end that her brother wasn't making any contact at all, ie he's dead, it was all in her head

There were ghosts. A ghost broke a glass two times and we see him moving in the kitchen. And something walked out of the hotel as sensors were activated and opened doors.
