Terrorism is birthed by desperate people, people who have no hope, who have been oppressed for far too long. The IRA would not have been founded if people weren't living in horrific poverty and treated as second class citizens in their own homeland. When any colonizer creates a special police force that is allowed to operate covertly and torture people, there will be a counter organization formed by the native people.
