Why let North Korea walk all over them

Not very familiar with the situation except from the film. Seemed North Korea really just attacked them and didn't care for its losses one bit. Was their retribution??
Were they to afraid of taking on North Korea . I mean sure it's a gamble , but how do you let them attack and embarrass you during your World Cup it seemed like for the fun of it and you don't even send a shot at them. Those little bastards in N.K get away with to much.
The end was the best part, cause unless your not human or North Korean you have to feel horribly for the families. It really pulled at your heart strings in the end. 6/10 film. It was ok.
