Take a look at Sonic Youth's video of Little Trouble Girl on YouTube

It features a little girl with her head shaved. She does have powers, and is an alien based on her very long fingers with suction cups on the end of them.

I'd be anything the Duffer brothers say this before creating the show.

That's a bit of a reach. Firestarter seems a more likely inspiration, given that the Duffers are self-confessed Stephen King fans.
