The restaurant customer first thinks 11 is a boy...

...so how does later on in the show Hopper say 11 was a girl with a shaved head? The customer said boy. Hopper says he said it was a girl. Did I miss something?

The customer only saw Eleven from a long distance. So since she had a shaved head, he obviously assumed that it was a boy.

Hmm, I don't remember him saying that in any scene. If you mean the dialogue between Hopper and Joyce, then he just referred her as "kid". At fist he even assumed that the restaurant customer may have referred to Will.
