Who was the kid who kicked the soccer ball into the bushes and got spooked? And then was writing in the house when the lights went out a few times and he had to go out flip the power switch a few times? Was he the teacher/killer as a teenager? Was this done to show he was raised by a paranoid mother?

No, he was another kid who was being stalked by the killer, and likely would've been murdered had our hero 911 operator not followed up and investigated the crime on her own.

I actually thought this was well acted for a Lifetime movie. However, she was egregiously stupid pulling all the dangerous stunts that she did.
