Villains and sidekicks

Why are villains in Indian movies so camp? Is this a deliberate ploy by producers and Directors to underplay the vileness of drug dealers and gangsters.

In this film the character of 'King' was ludicrous in every direction from his suits through to his convertible car.

Little brother friends were just inept, especially the drunk one with his gurning. I know these films are made for domestic market audiences but surely they must get get a little weary of this childish stuff and don't find it funny.
