Probably out of respect for Ramis, whose illness cost him the ability to talk.
It can't be an accident that they made Egon's ghost look just like Ramis did just before the end
Added to which, he just seemed more "ghostly" that way - a serene and enlightened version of Egon
I loved Egon's aged appearance, but WHY couldn't he talk, again?
Ghosts can't talk. In G1 and G2, no talking ghosts.
shareThe Librarian ghost in the first could shush so that's not completely true. Then in Ghostbusters 2 the mayor says he talked to the ghost of Fiorello LaGuardia which makes it sound like the ghost could talk.

The point is: in Ghostbusters universe we never see any ghost talking.
Slimer makes a ton of vocal noises. So do the Scoleri Brothers, Vigo has a big speech with Janosz. And a Shush shows she is capable of making vocal sound.
