He might not be legally entitled to call himself "sir" according to British regulations, but there is nothing in US law that prevents him from calling himself "Sir Bill Gates". Or Inn of Ria and High Ayesh of Yeel (the title of the ruler of the alien Rull space empire in A.E. Van vogt's War Against the Rull. Or hereditary Grand High Executioner of the Lemurian Empire. Or Emperor of Atlantis.
