It's not really a Movie, these things happen time to time with there being 1 hour episodes. In it's reruns you can expect "Stuck in the Water" to be split into Part 1 and Part 2.

Yeah which is the sad part. Even worse it's 1 hour instead of movie length (90 minutes) like the Shake It Up TV movie had. Shake It Up Made in Japan was 90 minutes long. And when that first aired, it played out as a movie .. no parts separated and no "previously on Shake It Up" was said during the first airing.
shareDisney is calling it a movie but from what I can find out, it doesn't seem like it's going to be movie length. I think it will be an hour long and then split up into two episodes for reruns.
